Issue:   COW PALACE GUN SHOW BAN (Leno)
 
Description:   SB 585, Leno. Agricultural District 1-A: firearm sales at the Cow Palace.
   Existing law generally regulates the transfer of firearms and divides the state into agricultural districts. District 1-A is the County of San Mateo and the City and County of San Francisco. A violation of statutes governing agricultural districts is a misdemeanor.
   This bill would prohibit events at which firearms and ammunition are sold at the Cow Palace, as specified, located in District 1-A, except as provided, and would thereby make a violation of that prohibition a misdemeanor. The bill would authorize up to 5 of those events per year for 3 years and would require the district to replace those events with nonfirearm and nonammunition events, as provided.
   By creating a new crime, this bill would impose a state-mandated local program.
   The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
   This bill would provide that no reimbursement is required by this act for a specified reason.
 
Details:   10/12/2009 - DEFEATED: Late yesterday evening, the Governor vetoed SB 585, the Cow Palace Gun Show Ban. Thank you for your efforts toward defeating this bill.

09/09/2009 - Today, SB585 Cow Palace Gun Show Ban passed the Assembly (41 Yes - 28 NO) then the Senate (21 Yes - 18 No) as it is fast-tracked to passage. The bill now goes to the Governor's desk. In order for SB 585 to NOT become law, the Governor must actively veto the bill within 30 days. Please contact the Governor's office and urge a veto of SB 585.

09/09/2009 - Today, SB 585 Cow Palace Gun Show Ban failed its first vote on Assembly floor. It failed 39 'Yes' - 25 'No' (41 'Yes' votes needed to pass). The bill is on call and could be voted on again at any time. Please continue to contact the members of the Assembly and urge a NO vote on SB 585. The Legislative Session ends on Friday, 9/11/2009.

06/03/2009 - Today, SB585. the Cow Palace Gun Show Ban, passed the Senate with a final vote of 21 Yes - 18 No. The bill now moves to the Assembly.

05/31/2009 - Senate Bill 585 is currently on the Senate floor and facing a deadline - the bill must pass the full Senate by Friday, 6/5/2009, or it becomes a "two year bill". This means that SB 585 would have to wait until 2010 before it could be considered again. Please contact the members of the Senate and urge a NO vote on SB 585.

05/29/2009 - Yesterday, SB 585 passed the Senate Appropriations Committee, 7 Yes, 5 No. The bill is being amended to implement a phase-out by limiting the number of shows that can be held. Also, the bill calls for a new vendor to be identified to replace the gun show. Standby for the next committee assignment for the bill.

05/22/2009 - SB 585 will be heard in the Senate Appropriations Committee on 5/28/2009. Please contact the members of the committee and urge a NO vote on SB 585.

04/27/2009 - Good News! SB 585, the Cow Palace Gun Show Ban, was voted onto the suspense file by the Senate Appropriations Committee because of cost of lost revenues to the state. The bill can be considered "stalled". However, the bill is not dead because the committee can vote at a later date to move it off of the suspense file and out of committee. Please continue to contact the members of the committee and urge opposition to SB 585.

04/18/2009 - SB 585 will be heard in the Senate Appropriations Committee on 4/27/2009. Please contact the members of the committee and urge a NO vote on SB 585.

04/15/2009 - SB 585 will next appear before the Senate Appropriations Committee, date unknown. Please contact the members of the committee and urge a NO vote on SB 585.

04/14/2009 - SB 585 Cow Palace Gunshow Ban passed out of Senate Public Safety 4 Yes 2 No.
