Help needed from everyone, everywhere.

Please help us defeat a "BB Gun Ordinance" that has been proposed in the city of Moreno Valley. They are planning to discuss this item this Tuesday, August 27, 2002 at 6:30 P. M.. If you are in the Inland Empire area, please join us at the Moreno Valley City Council meeting that will be held at 14177 Frederick St. in Moreno Valley.

I firmly believe that when we "establish our high level of concern" over this ridiculous "solution without a problem," the City Council Members of Moreno Valley will join with us and oppose this ill-conceived proposal.

They are trying to make the "discharge" of a BB gun a "criminal misdemeanor" so that violators would lose their right to possess firearms.

From all over, please contact the Moreno Valley City Council (frequently) by sending them an email to <moval@nramemberscouncils.com> . By sending one email to that address, each one of the city council members will receive a copy of your message (so it is probably a good idea to address your messages with: Dear Council Member,).

Also, please call them (909) 413-3000 during normal business hours, which are Monday - Tuesday 7:30 a.m. to 5:30 p.m. and express your opposition and outrage to such a ridiculous proposal.

If we defeat items such as this BB gun ban at the local level, then we won't see nearly as many of these proposals at higher levels of government.

Council Delays Action on Firearms Law: The Proposal Would Limit the Use of Projectile Weapons Such as BB Guns.

Police officers say they can't act against someone misusing a firearm or BB gun in Moreno Valley unless the shooter hurts someone or damages property intentionally.

A proposed ordinance would change that, restricting the discharge within city limits of firearms and projectile weapons such as slingshots, bows or pellet guns. Exceptions would allow competitive
events and sports. But the Moreno Valley City Council decided Tuesday night to wait until until Aug. 27 to discuss the proposal, saying it needed more work. Council members said they wanted the discussion to include Councilman William Batey, who was absent from Tuesday's meeting because he was attending his daughter's college graduation.

Under the proposal, people who are on private property legally can shoot projectile weapons as long as the projectile -- whether a BB, dart or arrow, remains a safe distance from the nearest home or road.

But Councilman Richard Stewart questioned the proposed safe distance for such weapons, 400 yards from houses, roads or parks. The distance "flatly outlaws the use of these things anywhere in town," he said.

He pointed out that arrows and BB pellets probably can't travel as far as 400 yards.

Under the ordinance, a person under the age of 18 could only discharge a gun or projectile weapon when accompanied and supervised by "a responsible adult."

The proposed ordinance:

* Wouldn't affect indoor firearm ranges that comply with local and state regulations.

* Wouldn't apply to peace officers or anyone else authorized to use weapons.

* Wouldn't apply to those using guns or projectile weapons in what the ordinance terms "necessary self-defense."

"A lot of the times what we're responding to is when people are just not using common sense," Moreno Valley police Lt. Michael O'Donnell said Monday. For example, he said, last year some children were shooting at cans on top of a fence, which concerned their neighbors living on the other side of the fence.

Violating the ordinance would be a criminal misdemeanor. Violators would lose their firearms or other weapons.

This ordinance is designed to regulate the use of (NOT outlaw them altogether) BB guns, air rifles, firearms, archery equipment, etc. and is intended to increase the safe use of these within city limits. if you want, you can have an input into the actual wording of the law, but surely you cannot seriously advocate unrestricted firing of BB guns, Arrows, and firearms within the regular tract home neighborhoods, with children playing all around???
